The Federal Food, Drug & Cosmetic Act (FD&C Act) defines cosmetics as "articles intended to be rubbed, poured, sprinkled, or sprayed on, introduced into, or otherwise applied to the human body for cleansing, beautifying, promoting attractiveness, or altering the appearance." Examples such as skin moisturizers, perfumes, lipsticks, fingernail polishes, eye and facial makeup preparations, shampoos, permanent shaves, hair colors, toothpastes, and deodorants, as well as any materials intended for use as a component of a cosmetic product are all included in this definition. Since cosmetic is usually in direct contact with human body, people pay more attention to its safety. Now cosmetic and beauty productsare subject to legislative requirements globally in order to ensure the consumers' health. These legislations include EU cosmetics Regulation 1223/2009, US Food, Drug, and Cosmetic Act, code of Federal Regulations (CFR), Safe Cosmetics Act of 2011(HR 2359), etc.
